Q: When decorating cookies, should you use separate icing bags for
your border and for flooding ? Does your consistency serve for both the border and the flooding.

Beginners do better with a thicker outline that will hold the flood. Swirling along the outline with a scribe will blend it in.
One for both! Less work and bags.
A stiffer piping consistency for the border and then a looser flood to fill the cookie.
Use a 15-second icing. Outline and flood in one step. Not as thick as piping icing and will settle, but not as loose as a flood that will go everywhere.
